Joint Staff Coalition Interoperability and Assurance Validation (CIAV) Services
NAVSUP Fleet Logistics Center (FLC) Norfolk is conducting market research for the Joint Staff (JS) J6 to identify sources for research and development (R&D) and operation and maintenance (O&M) support. The requirement supports the Deputy Director, Cyber and Command, Control, Communications, and Computers (C5) Integration (DDC5I) and the JS Coalition Interoperability and Assurance Validation (CIAV) Team. The scope includes analytical, operational, and technical engineering services across functional areas such as program management, engineering, and specialized subject matter expertise in Targeting, Intelligence, Surveillance, and Reconnaissance (ISR), and Command and Control (C2). General Dynamics Information Technology, Inc. currently performs these services under a Cost-Plus-Fixed-Fee order via the Seaport contract vehicle. Work is primarily located in Virginia and requires personnel with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and access to Special Access Programs (SAP). NAVSUP FLC Norfolk is seeking information on contractor capabilities to provide R&D and O&M support for the Joint Staff J6. This support aids the DDC5I and the CIAV Team in maintaining coalition interoperability through technical analysis and engineering. Support for the JS CIAV mission includes R&D and O&M services for the DDC5I. The work provides third-party analysis of warfighting functions for U.S. and coalition operations, focusing on the Mission Partner Environment across geographic Combatant Commands.
