THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS. This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(2) and 13.501(a) - Only...
View moreJustification: This experiment is dependent on the results of the current sample batching experiment that is currently occurring at the CHI. These items should be placed on a PO with a period of performance of one year. This will allow our researchers to request delivery of the items once the batching experiment is complete. Any procurement delays would catastrophic to this experiment. Additionally if the sample batching experiment needs adjustments and is delayed having these somascan kits on-hand would cause them to expire. The purpose of this acquisition is to purchase 15 SomaScan 7K and 11K assay kits for the Center for Human Immunology (CHI) for the ability to analyze clinical samples (serum, plasma, cell lysates, tissue homogenates, urine, and cerebrospinal fluid) with highly multiplexed analytes and high throughput proteins. The kits will be used to measure 11,000 proteins across 10 logs of concentration dynamic range in less than 150 uL of human biological samples with median %CV<5% across all analytes. Currently, there are numerous CHI projects and NIH fee-for-service customers from various institutes and centers in the NIH Intramural Research Program (IRP) that are awaiting their samples to be run on the platform for their clinical protocols.
This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 7 days of this notice.

The National Institutes of Health, National Institute of Allergy and Infectious Diseases, issued special notice NOI-NIAID-26-2280298 regarding its intent to award a sole-source, firm-fixed-price purchase order to SomaLogic Operating Co, Inc. This procurement is for 15 SomaScan 7K and 11K assay kits for various biological materials, including plasma, serum, urine, cerebral spinal fluid, and cell and tissue samples. The requirement is classified under NAICS code 325414 for Biological Product (except Diagnostic) Manufacturing and PSC 6550 for In Vitro Diagnostic Substances, Reagents, Test Kits and Sets, and it includes an 8AN 8AN set-aside.
The Center for Human Immunology will use these kits to analyze clinical samples with highly multiplexed analytes and high-throughput proteins, measuring 11,000 proteins across 10 logs of concentration dynamic range. The purchase includes a one-year period of performance to allow researchers to request delivery once current sample batching experiments are complete, mitigating risks associated with procurement delays or kit expiration. This action is conducted under the authority of 41 U.S.C. 3304(a)(1), as the SomaScan kits are only available from a single source and no substitutions are possible for the experiment.
The government intends to finalize the award within seven days of the notice publication for delivery to Bethesda, Maryland. Although this is not a request for competitive proposals, responsible sources may submit capability statements to Jessica Emerson by May 13, 2026, at 5:00 pm EST. Documentation for this notice was updated on May 7, 2026, and includes two attachments: a justification for other than full and open competition and the official notice of intent. Organizations responding must provide sufficient detail to allow the government to determine their qualifications to perform the work.
