View moreIf and when requested, the vendor shall provide services in accordance with the specific requirements for the individual BPA Order, which may include, but are not limited to, the following broadly encompassing categories.
It is not necessary for each entity to be capable of performing every service listed in this BPA list; individual BPA orders will vary and may include one, some, or all of these services.
Interested vendors need only to provide a response (letter format) which verifies the company’s interest and capabilities in providing the services outlined above, and enough information to provide CRREL with confirmation that the company can provide the requested services.
Interested vendors shall provide capability statements that include their company’s website address, price list, or catalog, if available, demonstrating representative pricing for supplies and/or services offered. The Government recognizes that no single vendor may be able to provide all requested services; therefore, multiple vendors may be selected as BPA holders.
There is no requirement for a “pricing bid” associated with this action.

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) Biogeochemical Sciences Branch requires the establishment of a master Blanket Purchase Agreement (BPA) for multi-omics characterization of cold regions samples. This requirement supports biological and chemical experiments on plants, microbes, and environmental samples to identify biomarkers associated with biogeochemical processes. Services include metabolomics, proteomics, transcriptomics, and genomics analysis to reveal genetic pathways and organism functions. The scope also encompasses DNA library construction and gene synthesis. Contractors are responsible for sample quality assessment, data generation via specialized mass spectrometry or sequencing platforms, data processing, and the delivery of raw data with instrument parameters.
This solicitation is issued under solicitation number W913E525R0007 as a combined synopsis/solicitation. The government intends to establish multiple BPAs to fulfill repetitive needs for these services, which will be performed in Hanover, New Hampshire. The procurement is classified under NAICS 541380 for Testing Laboratories and Services and PSC B504 for Special Studies/Analysis - Chemical/Biological. There is no set-aside designated for this requirement.
