Braille Mailing Containers

The Library of Congress, through its Contracts Services office, is conducting a competitive solicitation for the procurement of braille mailing containers to support the National Library Service (NLS). The NLS produces books and magazines in braille and audio formats for individuals with visual or physical disabilities, circulating these materials to patrons through the mail. This requirement involves the production of two types of containers: standard sizes, which account for approximately 80% of the total quantity, and large sizes, which make up the remaining 20%. The contractor is responsible for applying all required preprinted text and imaging to each container as specified.

The acquisition follows simplified acquisition procedures for commercial products and services and is classified under PSC 8105 Bags and Sacks. There is no set-aside designated for this solicitation. Prior to full production, the contractor must submit preproduction control samples in both sizes for inspection and approval by the Library. These samples must undergo inspection and testing to ensure compliance with contract requirements.
