X1DB--FY26 New Replacement/relocation: Palm Bay CBOC

The purpose of this amendment is to (1) provide responses to all vendor questions received regarding the solicitation, and (2) revise Section 3.07 Security Improvements in the Offer. The updates clarify the Government s security requirements, outline acceptable security enhancement approaches, and ensure all offerors have consistent information necessary to prepare their proposals. 1. Question: RLP Section 1.02 Item A states The lease term must be 15 Years, 5 Years Firm, with Government termination rights... It is extremely difficult for Offeror s to secure financing for a 5-year firm term lease and adversely affects the offered government lease rates. Would the agency consider proposals with alternative terms such as 15 years, 15 years firm or 15 years, 10 years firm? Answer: An amendment has been posted to the solicitation to address the following: Section 1.02(F), Amount and Type of Space, Lease Term, and Occupancy Date, has been revised to reflect an updated lease term of 15 years total, with a 10-year firm term (previously 5-year firm term). 2. Question: RLP Section 1.03 states: The Government requests Space in an area bounded as follows: North: Palm Bay Rd. South: Grant Rd. East: US1 West: St. Johns Heritage Pkwy, to Malabar Rd., to Jupiter Blvd, to Degroodt Rd SW. . It appears that the Western boundary does not connect with either the North or South boundary. See figure 1 for the Delineated area we have determined. Can the agency clarify if this is the intended Area of Consideration? If not, can the agency please provide a more detailed description of the boundaries of the proposed Delineated Area? Answer: The intended area is the one described in the RLP. If the Government determines an update is needed, we will issue a revised map or amended description. For now, please continue using the boundaries provided in the RLP. 3. Question: RLP Section 3.05 Tenant Improvements Included In Offer Item A shows INTENTIONALLY DELETED . Below the section that states INTENTIONALLY DELETED the RLP appears to state Tenant Improvement Turnkey Pricing, with an additional Section A. with further TI requirements as shown below. Can the agency clarify if RLP Section 3.05 A is Intentionally Deleted? Answer: The line that says INTENTIONALLY DELETED in Section 3.05(A) is a formatting mistake. It should not have been there. The requirement in the RLP is for turnkey Tenant Improvements, not a TI allowance. The TI language that appears right below that line is the correct and intended requirement. Please follow the Tenant Improvement Turnkey Pricing section and all related TI instructions as written. 4. Question: RLP Section 3.07 titled Security Improvements Included in Offer is Intentionally Deleted Exhibit I Security Unit Price List was provided and states, To be filled out post-award . Exhibit O Offeror Submittal Checklist states that the Security Unit Price List is required. Can the Agency clarify how Security Improvements are to be priced? Answer: Section 3.07 Security Improvements in Offer, has been amended to state the following: A. The proposed Lease contains an attachment with the security requirements and obligations for the building, which are based on the facility security level (FSL). The Federal Government determines the facility s FSL rating, which ranges from FSL I to FSL IV. The FSL is based on client agency mix, required size of space, number of employees, use of the space, location, configuration of the site and lot, and public access into and around the facility. The security requirements attached to this Lease includes a general list of countermeasures that may be installed in the leased Space as part of the Tenant Improvements. Offerors shall submit a list of the itemized costs. Such costs shall be subject to negotiation. The offerors shall design and build the security requirements and will be compensated for these costs, together with design and project management fees to be set under the Lease. C. There shall be no charge to the Government for any items that already exist in the offered Building or facility. 5. Question: Exhibit B-3 Attachment 1 OIT Specs states, If generator power is available one UPS and PDU will be connected via the emergency power. Exhibit B-5 Surveillance Camera Systems item 4 Cameras b.iii states, Media converters shall have Uninterruptible Power Supplies (UPS) supplying the camera end to ensure operation until generator power is established during outages. Exhibit B-7 Physical Security has many references to a generator. Can the agency clarify if an emergency generator is required for this project? Answer: A generator is not required for this project. Some exhibits reference how systems behave if a generator exists, but the Government does not require Offerors to provide one. If an Offeror s building includes a generator, the systems must connect appropriately. 6. Question: Exhibit D 3516 Solicitation Provisions 02 appears to be the updated Jun 2011 version of the Solicitation Provisions document. This version would allow for: an establishment of a competitive range, negotiation/discussions, and allow for proposal revisions. Exhibit N 3516A appears to be an alternate version of this document dated - Jun 2011 Alternate II Mar 1998. This document states, The Government intends to evaluate proposals and award a lease without discussions Can the agency clarify which GSA Form 3516 Solicitation Provisions document applies to this procurement? Answer: The correct form for this procurement is GSA Form 3516 (June 2011) shown in Exhibit D. The alternate version (3516A) does not apply to this RLP. 7. Question: Exhibit A Lease Template L100 Section 6.06 sets out Janitorial Requirements. At times with facilities of this size, we see more in-depth janitorial requirements with items like Terminal Cleaning. Can the agency confirm that all Janitorial Requirements are set out in Section 6.06 of the Lease? Answer Refer to Exhibit B 8 for a full listing of all requested janitorial services. Terminal cleaning requirements are detailed on pages 17 19. 8. Question: RLP Section 1.02 A states, The Government is seeking a minimum of 18,121 to a maximum of 19,486 of American National Standards Institute/Building Owners and Managers Exhibit B-1 - Space Planning-Palm Bay Replacement Build to Suit Lease Page 7 states the Net Area to be 16,000 NSF. Using the maximum ABOA of 19,486 is only 22% circulation factor from the NSF, which does not allow for efficient circulation. In order to meet an ABOA of 19,486, rooms in the PFD will have to be removed to reduce the NSF and allow for circulation. Exhibit B.1 Space Planning-Palm Bay Replacement Build to Suit Lease Page 7 states, Sum of Dept Gross Area: 24,000 . This square footage appears to apply the correct circulation factor to the Net Area (16,000) to allow for the appropriate circulation around the space IAW ANSI/BOMA Z65.1-2017. Can the agency please clarify the intended ABOA for this project? Answer: The required ABOA range remains 18,121 to 19,486 ABOA SF as stated in the RLP. The space planning exhibit shows internal programming numbers (NSF and department gross calculations), but these do not change the required ABOA range. Offerors are responsible for designing space that meets both the program needs and the ABOA requirement. All proposals must be received no later than the revised due date and time specified in the RLP. All other terms and conditions of the solicitation remain unchanged and in full force and effect.
