Design New Lacquer Preparation Facility for RDX and HMX Production at Holston Army Ammunition Plant (HSAAP)

The Department of the Army, through MICC-FT DRUM, has issued a sources sought notice under solicitation number W911S226RA003 to identify potential providers for Architect-Engineering design services at the Holston Army Ammunition Plant in Kingsport, Tennessee. This requirement is classified under NAICS 541330 Engineering Services and PSC C1EA ARCHITECT AND ENGINEERING- CONSTRUCTION: AMMUNITION FACILITIES. Interested parties must submit responses by the deadline of August 14, 2025, to the primary point of contact, Alfredo Sanchez.

The scope of this effort involves designing a new Lacquer Preparation Facility and its associated process equipment to support an annual production capacity expansion of at least 15 million pounds of RDX and 2.5 million pounds of HMX based formulations. The current facility, comprising Buildings 149 and 150, is the sole site capable of producing the lacquer batches and plasticizers used as binding agents to reduce the sensitivity of RDX, HMX, and TATB explosives. The new facility will handle the receipt, storage, and processing of binder materials and solvents to ensure the continuity of operations for both legacy explosives and new Insensitive Munitions.

This modernization project is intended to update production capabilities to meet current safety, quality, and environmental permit standards. The resulting design must provide a viable capability to meet Department of Defense explosives production requirements for both current and future formulations. The facility design will specifically address the production of plastic bonded explosives and the transition of materials via mobile wagons to other production areas within the plant.
