TREATMENT SERVICES 2026-2027

The Administrative Office of the U.S. Courts, through the Procurement Management Division, issued this pre-solicitation notice regarding the procurement of treatment services for federal defendants and persons under supervision. The federal Judiciary intends to secure these services using Blanket Purchase Agreements across the United States and its territories, including Alaska, Hawaii, the District of Columbia, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. While the primary place of performance is identified as Washington Navy Yard, DC, solicitations may be issued for any district based on local needs. Although procurement typically occurs during the summer months, requirements may arise at any time throughout the year.

The scope of required services includes, but is not limited to, urine collection, physical examinations, outpatient and inpatient detoxification, medication, short and long-term residential treatment, transportation, and counseling for mental health, substance use, or sex offense treatment. These requirements fall under PSC G099 for other social services and NAICS 621420 for Outpatient Mental Health and Substance Abuse Centers. Other relevant classifications include residential mental health and substance abuse treatment, polygraph services, miscellaneous ambulatory health care services, and individual and family services. Specific service requirements will be identified in individual solicitations issued by Chief Probation or Pretrial Services Officers in their respective districts.

This notice, identified by solicitation number Treatment-Services-2026-2027, carries a response deadline of May 15, 2027. There is no set-aside assigned to this requirement. Proposals are not being accepted in response to this pre-solicitation notice; instead, vendors are directed to contact the appropriate district offices to be placed on mailing lists for future solicitations.
