The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) intends to award a sole-source, firm-fixed-price contract to Huntington Ingalls Industries (HII) / Newport News Shipbuilding for the procurement of six critical reactor plant inner assemblies. This requirement, identified under solicitation number N4523A60977033, involves the acquisition of components manufactured according to proprietary drawing 302-4363863 (Rev AA). Performance is located in Bremerton, Washington, and the award is expected to be completed in June 2026 under the authority of FAR 6.302-1.
The government has identified HII as the only qualified source capable of performing the mandatory NAVSEA MIL-S-901C Grade A Hi-Shock testing required for these assemblies. As the Original Equipment Manufacturer and sole owner of the necessary technical drawings, HII is uniquely positioned to provide the equipment without causing substantial duplication of costs or unacceptable schedule delays to the fleet. This procurement is classified under NAICS 336611 Ship Building and Repairing and PSC 6150 Miscellaneous Electric Power and Distribution Equipment. There is no set-aside designated for this action.
While this special notice is not a request for competitive quotes, interested parties may submit clear and convincing documentation of their capabilities to the PSNS & IMF Contracting Office by June 10, 2026, at 1:00 PM Pacific Time. Capability statements must demonstrate the technical background and experience necessary to satisfy the specific reactor plant requirements. The government will use these responses to determine whether to conduct a competitive procurement, though the decision to compete remains at the government's discretion. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.
