6. Determination
A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
The Bureau of Engraving and Printing (BEP) issued special notice 2031ZA26N00015 regarding a proposed sole-source contract for machine-readable intaglio ink. This acquisition covers the procurement of specialized inks exhibiting machine-readable characteristics for use in manufacturing United States currency and other security products at BEP’s Eastern and Western Currency Facilities. The requirement also includes ink for test printing associated with change management and continuous improvement efforts. The specified materials must be compatible with existing intaglio presses and satisfy the specialized U.S. Currency Program Catalyst Family Design requirements.
Under the authority of FAR 6.302-1, the government intends to award this contract to SICPA Securink Corporation, identified as the only vendor possessing the technical capability, proprietary processes, and production capacity to meet these requirements. Market research indicated that these security-sensitive materials and their specialized production methods are not available as commercial or non-developmental items from other sources. Performance is located in Washington, DC, and falls under NAICS 325910 for Printing Ink Manufacturing and PSC 6810 for Chemicals. There is no set-aside designated for this requirement.
While this notice is not a request for competitive proposals, interested parties may submit capability statements, technical documentation, and evidence of past performance with similar security-sensitive materials to demonstrate their ability to meet BEP specifications. Submissions must show an ability to fulfill the requirement without substantial government-funded development. Responses are due by June 18, 2026, and should be directed to the point of contact, Wesley Rankins. The government retains sole discretion in determining whether to conduct a competitive procurement based on the information received.
