The Department of the Air Force, Air Force Installation Contracting Center (AFICC 338 ESS/PKAD), issued this special notice regarding its intent to award a sole-source, Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Win Aviation. Under solicitation number FA3002SWTW-04, the agency plans to procure fixed-wing airlift support services for the Special Warfare Training Wing (SWTW). The anticipated performance period consists of a five-year ordering window running from February 6, 2027, through February 5, 2032. The primary place of performance is located in DWG, Texas.
The rationale for the sole-source award is based on Win Aviation’s unique capability to provide specific aircraft that meet SWTW mission requirements. This includes the provision of fixed-wing ramp aircraft featuring inward-folding side doors operational in flight, a 900-pound over-the-ramp bundle capacity, and a minimum of 18 seats rigged for specialized paradrop operations. The aircraft must be capable of operating at 18,000 feet MSL and transporting up to 16 combat-equipped jumpers with additional gear or water-equipped teams. Furthermore, the contractor must maintain at least two aircraft certified under the AMC Paratroop Commercial Operator Part 91 listing, with the ability to deploy replacement aircraft within 36 hours to prevent training disruptions.
This requirement is classified under NAICS 481219, Other Nonscheduled Air Transportation, and PSC V119, Transportation/Travel/Relocation- Transportation: Other. There is no set-aside designated for this action. Although this notice is not a request for proposals, interested parties may submit capability statements to the primary point of contact, Allison Gutierrez, by the response deadline of June 5, 2026. The government will use submitted information to determine if a competitive procurement is in its best interest. One attachment, a Performance Work Statement (PWS) in .docx format, was included with the notice published on May 21, 2026.
