Battlefield Pain Management – Analgesic

The Defense Health Agency Contracting Activity (DHACA), Research & Development Contracting Division 2, intends to issue a Request for Prototype Proposal (RPP) for the development of an analgesic product for battlefield pain management. This initiative, managed on behalf of the Operational Medical Systems, Warfighter Protection and Acute Care Project Management Office, seeks a product with a moderate to severe pain indication for use at the point of injury, during Tactical Combat Casualty Care, or during Prolonged Casualty Care. The procurement is open to any analgesic product, including combination products, with the goal of achieving Food and Drug Administration approval. Multiple awards for up to two products are possible, and an Emergency Use Authorization may be utilized as a strategy for early delivery to the Warfighter.

This pre-solicitation is identified under solicitation number HT942726RE009 and is classified under NAICS 541714: Research and Development in Biotechnology (except Nanobiotechnology) and PSC AN13: HEALTH R&D SERVICES; HEALTH CARE SERVICES; EXPERIMENTAL DEVELOPMENT. There is no set-aside designated for this requirement. The primary place of performance is Frederick, MD, and the response deadline is May 29, 2026.

DHACA anticipates publishing the RPP during the third or fourth quarter of Fiscal Year 2026, with up to two awards expected to be delivered in the first or second quarter of Fiscal Year 2027.
