Notice of Intent to Sole Source Peace Corps' Marketing Campaign 2026-2029

The Peace Corps Office of Acquisition and Contract Management intends to award a sole-source, logical follow-on Blanket Purchase Agreement (BPA) for marketing, communications, website, and advertising production services. This requirement supports the agency’s national-level Integrated Marketing Campaign and is categorized under NAICS 541613 Marketing Consulting Services and PSC R701 Support- Management: Advertising. The planned BPA includes a one-year base period and two one-year option periods, with an estimated total value of $30 million. No set-aside is assigned to this action.

The purpose of this acquisition is to maintain continuity in the creative development and production of mission-critical outreach and volunteer recruitment activities. The incumbent contractor is currently developing the 2027 national campaign, and the Peace Corps has determined that competing the requirement would lead to unacceptable delays and a substantial duplication of costs due to necessary onboarding and discovery periods. Maintaining operational continuity is essential to the agency’s strategic goal of placing 8,000 volunteers by 2030.

Performance will take place in Washington, D.C., in accordance with the terms of the GSA Schedule contract and the current Performance Work Statement. The agency will not accept capability statements or provide a solicitation for this requirement.
