The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC) issued this special notice, solicitation number 80AFRC26SS0015, regarding its intent to award a sole source contract extension for Research Facilities and Engineering Support Services (RF&ESS). The requirement provides operational and engineering support to the Dryden Aeronautical Test Range (DATR) in Edwards, California, including real-time and post-flight mission operations, data acquisition, range communications, flight termination systems, and tracking systems. This acquisition is classified under NAICS 541513, Computer Facilities Management Services, and PSC DF10, IT and Telecom - IT Management as a Service, with an SBA set-aside.
NASA intends to extend contract 80AFRC21C0001 with ASRC Federal Systems Solutions (AFSS) to ensure the continuity of vital mission services while the follow-on Range Operations Support Services (ROSS) contract is competed. The agency has determined that these highly specialized services are available only from the incumbent source, and an award to any other source at this stage would cause unacceptable delays and adverse impacts on the mission. Scope includes preventive and corrective maintenance, configuration management, and documentation in compliance with NASA standards and AFRC directives.
Interested organizations may submit their capabilities and qualifications via email to Jamill Richter by April 29, 2026, at 2:00 p.m. PT. The government will evaluate submitted information solely to determine whether a competitive acquisition is warranted, though the final decision remains within the government's discretion. This procurement will not utilize FAR Part 12 for commercial products or services.
