The Maritime Administration is conducting market research to identify qualified small business concerns capable of providing vessel surveys, appraisals, and maritime technical support services. This requirement supports the Title XI Federal Ship Financing Program and other federal lending activities. The primary objective is to engage firms with demonstrated experience in marine vessel inspections, technical evaluations, and valuation surveys for commercial vessels and maritime assets within federal or private-sector financing contexts. Performance is designated for the Washington Navy Yard, DC.
The anticipated scope of work involves vessel condition surveys, valuation and appraisal reports, technical inspections, and reviews of maintenance and operational records. Selected contractors will provide risk and collateral analysis for maritime lending, conduct shipyard construction progress inspections, and perform compliance reviews related to marine financing programs. Additional responsibilities include preparing technical findings and supporting federal credit underwriting and loan monitoring activities.
