The Department of the Air Force, 338 ESS CC, is conducting market research to identify contractors capable of providing fixed-wing airlift support for the Special Warfare Training Wing (SWTW). This requirement serves the Special Warfare Air Force Sustainment Center’s Career Field Education and Training Plan (CFETP) schoolhouses to ensure that Pararescue Jumpers, Combat Controller Specialists, Combat Rescue Officers, and Special Tactics Officer candidates receive necessary air support. The scope includes day and night training in land and water environments for activities such as Static Line and Military Free Fall, High Altitude Low Opening (HALO), Cargo Delivery System operations, and Medevac training. This effort addresses a lack of capacity in current military air support, which is often prioritized for operational requirements over training schedules.
Services under NAICS code 481219, Other Nonscheduled Air Transportation, require the contractor to provide aircraft fully configured for scheduled operations, including all necessary hardware and support for instructors to meet parachuting proficiency requirements. Specific technical requirements include aircraft equipped with tail ramps, inward-folding side paratroop doors, and electric-powered static line retrieval systems. The contractor must manage flight operations at geographically separated locations, including sites in North Carolina, New Mexico, and Arizona, while maintaining the capacity to provide replacement aircraft within 36 hours of a maintenance issue. Personnel must be experienced in military-specific operations such as Night Vision Goggle (NVG) operations and various tactical parachute systems.
This sources sought notice, identified by solicitation number FA3002SWTWFixedWing, is issued for planning purposes to determine the availability of qualified businesses and potential set-aside opportunities. Responses are due by March 31, 2026, and must include a capability statement addressing aircraft certification, personnel qualifications, and transition plans to ensure no interruption in services. The primary place of performance is San Antonio, Texas, and Kevin Harris is the designated point of contact. One attachment, a draft Performance Work Statement (PWS) dated March 17, 2026, provides additional details regarding the anticipated service requirements.
