The National Aeronautics and Space Administration (NASA) Kennedy Space Center intends to issue a sole source modification to contract NNK14MA74C to acquire six additional Post Certification Missions (PCMs) from Space Exploration Technologies Corporation (SpaceX). This modification includes the concurrent ordering of up to three of these missions under the Commercial Crew Transportation Contract (CCtCap) framework. SpaceX is currently the only NASA-certified provider of a Crew Transportation System (CTS) capable of delivering crew transportation services to the International Space Station (ISS). This action is categorized under NAICS 336414 for Guided Missile and Space Vehicle Manufacturing and PSC V126 for Transportation/Travel/Relocation- Transportation: Space Transportation/Launch.
This procurement is necessitated by the requirement to maintain uninterrupted human space flight and operations in low-Earth orbit as mandated by the NASA Transition Authorization Act of 2017. NASA cited several factors for the sole source award to SpaceX, including shortened ISS mission durations, technical challenges and schedule delays encountered by Boeing, and current projections for when alternative transportation systems may become available. Securing these additional missions is intended to ensure the safe operation of the ISS and safeguard against potential anomalies or external factors that could disrupt flight access.
The government does not intend to use FAR Part 12 for this acquisition of commercial products or services. Interested organizations may submit their capabilities and qualifications for evaluation to determine if the acquisition should be conducted on a competitive basis. Responses are due by June 2, 2026, at 5:00 PM ET and should be submitted electronically to Ricardo Santos-Concepcion and Steve Parker. The place of performance is within the United States, and there are currently zero attachments associated with this special notice.
