PSO Credits

The Naval Facilities Engineering Command and the Marine Corps Regional Contracting Office (RCO) – MCI-NCR intend to award a sole source contract to ATX Capital Partners, LLC (ATX Defense) for PSO credits. This requirement supports the Marine Corps Software Factory (MCSWF) in Quantico, Virginia, providing consulting credits and vouchers for the education, mentorship, and maintenance of its current software development environment. Because the MCSWF is embedded within the U.S. Army Futures Command (AFC) Software Factory, it relies on specific Army-provided facilities and infrastructure that require the specialized integration services provided by ATX Defense.

This procurement is conducted under the authority of FAR 19.1406 as a sole source award to a Service-Disabled Veteran-Owned Small Business (SDVOSBS). The contract is classified under NAICS 611430 for Professional and Management Development Training and PSC DA01 for IT and Telecom - Business Application/Application Development Support Services (Labor). Responses to this special notice must be submitted via email to Kevin Guertin and Kellie Holley by the deadline of May 29, 2026, at 8:00 AM Eastern Standard Time. While this is not a request for competitive quotes, the government will consider capability statements or quotations submitted by responsible sources to determine if a competitive procurement is warranted. The final decision to compete the requirement based on received information remains at the sole discretion of the government.
