Indefinite Delivery Contracts for Architect-Engineer Services to Support Host Nation projects, various locations, Japan

The Department of the Army Japan District is soliciting Architect-Engineer services under solicitation W912HV26RA012 to support Host Nation construction programs and internal requirements from non-Military Construction appropriations. This procurement is classified under NAICS 541330 for Engineering Services and PSC C211 for Architect and Engineering- General: Landscaping, Interior Layout, and Designing. The work will be performed in Zama-shi, Japan, and other various locations throughout the country. There is no set-aside designated for this requirement.

The government intends to award a target of 10 to 15 Indefinite Delivery Contracts with a five-year period of performance and a total aggregate capacity of $49 million shared among all awardees. Procured in accordance with the Brooks Architect-Engineer Act and FAR Part 36, firms will be selected for negotiation based on demonstrated competence and qualifications. Services will be implemented through negotiated firm-fixed price task orders ranging in magnitude from $2,500 to $500,000.

Selection for individual task orders will be determined by a firm’s qualifications as demonstrated by their most recently updated Standard Form 330. The government reserves the right to obtain qualification updates prior to issuing requests for proposals and may award fewer than the targeted number of contracts depending on competition. The response deadline for this notice is May 28, 2026.
