The Department of Veterans Affairs is soliciting firm-fixed-price construction services to renovate the first floor of Building 1 at the Fresno VA Medical Center. Project No. 570-23-223 focuses on establishing an Acute Respiratory Clinic (ARC) with pandemic triage capabilities and negative pressure HVAC systems. This procurement is a total service-disabled veteran-owned small business (SDVOSB) set-aside. The selected contractor will perform architectural, mechanical, structural, plumbing, and electrical upgrades within a 224-calendar-day period of performance. Evaluation follows a best value tradeoff process considering technical approach, project experience, past performance, and price. Technical volumes are limited to 35 pages, and specific templates are required for pricing and experience data. Amendment 0002 extended the proposal deadline to June 29, 2026, to accommodate RFI responses. All work will take place at the Fresno VA Medical Center in California. Technical standards are defined by 100% construction drawings, a Basis of Design, and VHA Master Specifications. These documents cover ICRA Class IV protocols and clinical storage security. Mandatory templates are provided for project experience and price breakdowns. The project involves a 224-day renovation of the Fresno VA Medical Center's Building 1 to establish an Acute Respiratory Clinic. This firm-fixed-price effort focuses on pandemic triage and specialized negative pressure HVAC systems.

A tradeoff selection will be conducted by a team of Government Technical personnel in accordance with Revolutionary FAR Overhaul (RFO) FAR 15.103.1 – a best value trade-off source selection evaluation process will undergo a trade-off evaluation, supplemented by the Department of Veterans Affairs Acquisition Regulation (VAAR). These regulations are available electronically at https://www.acquisition.gov/ and https://www.va.gov/oal/library/vaar/
The Government intends to award one (1) contract as a result of this solicitation. In using the Tradeoff approach, the Government seeks to award the offeror who gives the Government the greatest confidence that it will best meet or exceed the requirements affordably in a way that will be advantageous to the Government. This may result in an award to a higher rated, higher priced offeror where the decision is consistent with the evaluation factors and the Source Selection Authority (SSA) reasonably determines that the technical superiority and/or overall business approach and/or superior past and present performance of the higher priced offeror outweighs the cost difference. To arrive at a best value decision, the SSA will integrate the source selection team’s evaluations of the factors described in this provision. While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process. Award will be made to the offeror responsible whose proposal conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and provides the best value to the Government based on the results of the evaluation described in paragraph B below. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation/contract, with otherwise tailored terms and conditions specified in the Addendum to the solicitation/contract.
The Government reserves the right to conduct negotiations if determined necessary but intends to award without negotiations. Any negotiations will be conducted in accordance with RFO FAR 15.204-2.
If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer, with the concurrence of the Source Selection Authority, may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
DBA Wage Determination No. CA20260018 dated 20260130 is applicable to this solicitation and project.
