DRY-DOCK (DD): USCGC MUNRO (WMSL 755) FY22 DD & REPAIRS

The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Long Range Enforcer Product Line (LREPL) intends to procure on a sole source basis, the services to complete the USCGC MUNRO DD Fiscal Year (FY) 22, scheduled with a period of performance of 16 November 2021 through 08 February 2022. Due to military considerations, the USCG PAC AREA Command has determined that it is necessary for this work to be completed within 50 miles of the vessels homeport location in Alameda CA. Mare Island Dry Dock, LLC (MIDD), located in 1180 Nimitz Avenue, Vallejo, CA, is the only known company that is within this 50-mile commuting radius and is capable of meeting the Governments needs. Therefore, the Government intends to solicit and negotiate with only MIDD, under the statutory authority, 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation will be a request for proposal (RFP) from MIDD and will incorporate provisions and clauses in effect through Federal Acquisition Circular 2021-05, effective 10 March 2021. It will be for commercial items prepared using procedures set forth in FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, with elements of FAR Part 15, as supplemented with additional information included in the notice. Interested parties may submit responses to this notice no later than the response date. Responses must include sufficient information to allow the Government to evaluate the information relative to the key requirements identified above. This notice is not a request for competitive proposals and no formal solicitation will be issued. However, all responses received within the response date will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Inquiries or information received after the established deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does not intend to pay for information solicited. Responses to this special notice are due no later than 2:00 P.M., PDT on 21 July 2021.
