National Call When Needed Mobile Food Service Units

The federal government is seeking to establish Blanket Purchase Agreements for commercially available Call When Needed (CWN) Mobile Food Service Units to support fire suppression activities and All-Hazard incidents on a nationwide basis. This procurement, identified as solicitation 1202SC21Q2100, is classified under NAICS 722310 Food Service Contractors and PSC F003 Natural Resources/Conservation- Forest-Range Fire Suppression/Presuppression. While the acquisition is solicited as unrestricted, allowing all companies to submit regardless of size, preference for orders will be given to small businesses. The performance period for the resulting agreements runs from the date of award through December 31, 2030, with annual reviews conducted each December and performance managed out of Boise, Idaho.

Contractors are responsible for furnishing and managing all equipment, materials, supplies, transportation, lodging, and certified personnel necessary to meet agreement specifications. Offerors must provide fixed-price rates for calendar year 2021 that encompass all labor, materials, taxes, insurance, and overhead. Each quote must specify unit capacity in both meals per hour and meals per meal period, and the offeror’s physical home address will serve as the Designated Dispatch Point for the location. Multiple units may be proposed if unique unit numbers and separate pricing sections are provided for each.

The government intends to award and utilize these agreements immediately, with a final response deadline of December 31, 2021. Pricing and terms for subsequent years will be requested annually through updated solicitations.
