Global Unified Airbase Readiness and Defense (GUARD) Capabilities Sources Sought

The Department of the Air Force, Force Protection Division (AFLCMC/ESS), is conducting market research for the Global Unified Airbase Readiness and Defense (GUARD) initiative. This notice seeks industry capability information for the acquisition and sustainment of Integrated Base Defense (IBD) physical security and force protection electronic security systems. The goal is to identify contractors that can provide electronic security intrusion detection systems (IDS) to protect personnel and resources at more than 50 global sites. The Air Force plans for a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 10-year ordering period and a $1 billion ceiling. A Request for Proposal (RFP) is tentatively scheduled for release in the first quarter of fiscal year 2027. Responses are due by June 18, 2026. The current documentation includes three versions of the Request for Information (RFI) and a final Questions and Answers (Q&A) document, covering 25 capability areas including nuclear facility security and Digital Engineering. Recent updates removed response page limits and clarified that a single prime contractor must manage both hardware and software scopes. AFLCMC/ESS is researching capabilities for the GUARD program, which involves acquiring and sustaining Integrated Base Defense (IBD) and electronic security systems (ESS). The GUARD initiative covers the acquisition, installation, and sustainment of IBD physical security and force protection systems. The $1 billion IDIQ contract will support Air Force Security Forces with IDS capabilities at more than 50 global locations.
