This requirement is a total set-aside for Woman-Owned Small Businesses (WOSBSS). The government intends to award a single-award Indefinite Delivery, Indefinite Quantity contract for maintenance, repair, and minor construction work on real property. Work will be performed at Joint Base Andrews, Davidsonville, and Brandywine in Maryland, as well as Joint Base Anacostia Bolling in Washington, D.C., and the Air Force Memorial in Arlington, Virginia. The acquisition is classified under NAICS 236220 for Commercial and Institutional Building Construction and PSC Z1AA for Maintenance of Office Buildings.
The purpose of this pre-solicitation notice is to evaluate interested firms and advise them on their potential to be viable competitors before the formal solicitation is issued. To participate in this advisory stage, firms must submit capability packages demonstrating a minimum bonding capacity of $5,000,000 per project and $30,000,000 aggregate. Submissions must also include up to three Concurrent Program Profiles to demonstrate experience and past performance in managing high volumes of simultaneous projects, with a preference for prime contractor experience over subcontractor performance. The response deadline for this advisory evaluation is July 6, 2026, at 2:00 PM EDT. Submissions are limited to eight pages, excluding the bonding letter, certification, and performance attachments. Following the evaluation of these materials, the Contracting Officer will issue written notifications advising each respondent whether they are considered a viable competitor.
