The Administration for Strategic Preparedness and Response, specifically the Office of Biomedical Advanced Research and Development Authority (BARDA), has issued solicitation 26-BARDA-SOL-BAN_2_1 to establish a partnership for the Diagnostics and Medical Devices Hub. This initiative is part of the BARDA Accelerator Network (BAN 2.0) and utilizes Other Transaction Authority (OTA) to build a scalable infrastructure for commercialization and product development support. The selected hub will provide wraparound acceleration services, including entrepreneurship education and commercialization expertise, to innovators developing health security solutions. The hub is tasked with sourcing, funding, and validating medical countermeasures (MCMs) to enhance global health security and maintain a rapid response infrastructure for public health emergencies.
Work performed under this solicitation falls under NAICS 541714: Research and Development in Biotechnology (except Nanobiotechnology) and PSC AN13: Health R&D Services; Health Care Services; Experimental Development. There is no set-aside designated for this requirement. The hub's specific focus includes diagnostics and devices for pathogen-agnostic surveillance, point-of-care detection, and medical devices designed to improve casualty care or protect respiratory health. While the prime awardee must be a single legal entity, the hub may operate as a consortium and is expected to provide national support to mission-relevant innovators regardless of its physical location.
The primary place of performance is Washington, DC, and the response deadline is April 20, 2026. This announcement supersedes all prior BAN 2.0 solicitations, and interested parties must rely on the current version and its four associated attachments, which include a price cost workbook, an updated solicitation document, and a question-and-answer file. Caleb Owen serves as the point of contact for this notice. In addition to regular operations, the partnership aims to optimize startup acceleration and validation capabilities that can be deployed rapidly in response to emerging health threats.
