Mobile Sensors Operation and Maintenance

This is a pre-solicitation notice for the Mobile Sensors Operations and Maintenance services requirement. THIS IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THE WEBSITE. This synopsis is not to be construed as a commitment by the Government. Additionally, no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The Government in considering issuance of a full and open competitive solicitation and award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the Systems Development Directorate of the Air Force Technical Application Center (AFTAC) to provide services for the operations, maintenance, program management, and sustainment of two radar systems: COBRA KING, located on the United States Naval Ship (USNS) Howard O. Lorenzen, and GRAY STAR, located on the USNS Invincible. Both radars are capable of fully autonomous search, acquisition, tracking, and collecting of data on all objects in a multi-target complex. Both radar systems have multiple waveforms and bandwidths, providing data collection flexibility to suit the customer. The services being acquired are in support of Air Force Technical Applications Centers requirement for sustained and uninterrupted services in support of the nuclear treaty-monitoring mission. All instrumentation systems are required to be in a full mission capable status, 24 hours a day, 7 days a week (24/7), unless otherwise directed by the Mobile Sensor Program Office. The contract provides for the potential addition of a third radar system and for decommissioning of one of the aforementioned radar systems. The contractor will be responsible for radar system activation/deactivation activities in the event a third system aboard a third ship is added. The Mobile Sensors contract also provides for the acquisition of new radar system technology throughout the life of the contract and has requirements to maintain a bench stock of spare components. AFFARS clause 5352.201-9101, Ombudsman (OCT 2019) is applicable. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
