The revised supplement introduces several procedural changes to shipping and quality control. Contractors must now record truck seal numbers on the Bill of Lading and document product temperatures at the time of loading on checkloading shipping records. Additionally, contractors are required to provide written proof of an approved United States Department of Commerce Product Management Plan to verify that finished products meet specific grade requirements.

Administrative updates within the supplement include a terminology shift from immediate and shipping containers to primary package and shipping case, and from supplier to contractor. The document also updates the name of the Master Solicitation to the Master Invitation for Bids – Domestic Commodity Procurement and changes the delivery date to a shipping date on the Certificate of Conformance.
