The Defense Human Resources Activity (DHRA) Acquisition Management Directorate, on behalf of the Defense Equal Opportunity Management Institute (DEOMI), intends to issue a sole source award to OCLC, Inc. for Cataloging and Metadata and WorldShare Interlibrary Loan (ILL) subscriptions. DEOMI utilizes these cloud-based platforms at Patrick Air Force Base, Florida, to streamline cataloging processes, manage workflows, and improve access to collections. The requirement is categorized under NAICS 519210 Libraries and Archives and PSC 7A20 IT and Telecom - Application Development Software (Perpetual License Software). There is no set-aside designated for this action.
The anticipated award is valued at an estimated $10,000.00 and will be conducted under simplified procedures. OCLC, Inc. is identified as the sole provider capable of meeting the requirement because its WorldShare platform is built upon the proprietary WorldCat database. This database contains over 500 million records from more than 16,000 member libraries and is not replicable by competing systems. These integrated library management services, including global union catalog access and shared cataloging infrastructure, are proprietary and available exclusively through OCLC, Inc.
