The Naval Air Warfare Center Weapons Division (NAWCWD) is seeking capability statements for the upgrade, maintenance, and repair of the Electronic Warfare Systems Integration Test Environment (EW SITE). This requirement focuses on providing comprehensive support for the Advanced Architecture Phase, Amplitude and Time Simulator (A2PATS), a proprietary system developed by Textron Systems. The A2PATS is essential for the operational readiness of multiple laboratories and naval aviation programs, including the EA-6B, EA-18G, F/A-18, MH-60, E-2C, P-8A, and F-35. Work is expected to occur at Point Mugu, California, with a delivery period to be determined at the time of contract award.
The primary scope of work involves incidental on-call and on-site maintenance services, as well as repairs and system upgrades utilizing replacement parts for both existing and newly acquired A2PATS systems. Because the equipment is proprietary, respondents must demonstrate authorized access to Textron’s technical data, diagnostic software, and supply chain for authentic parts. Capability statements must also verify experience in maintaining complex electronic warfare simulation systems and the ability to comply with Department of the Navy security protocols for operating within advanced laboratories.
