The Defense Health Agency (DHA) intends to award a sole-source contract to the National Committee for Quality Assurance (NCQA) to provide access to Quality Compass Healthcare Effectiveness Data and Information Set (HEDIS) benchmarks. These benchmarks assist in comparing health plan performance against national standards and tracking year-to-year performance trends. The Military Health System utilizes the NCQA HEDIS methodology to evaluate clinical quality performance for both direct and private care systems, relying on these civilian sector benchmarks to compare Military Treatment Facilities and purchased care providers against internal and external entities.
As the proprietary owner of the data, NCQA is identified as the only organization capable of providing national HEDIS benchmarks. The DHA utilizes these specific methodologies for health plan performance measures, noting that the cost to reprogram the methodology of current measures would result in significant expense to the government. This requirement is classified under NAICS 813920 Professional Organizations and PSC R405 Support- Professional: Operations Research/Quantitative Analysis. There is no set-aside designated for this procurement.
