Request for Information (RFI) for Professional Legal Support Services-Follow on

The Department of the Army, through the U.S. Army Contracting Agency, has issued a pre-solicitation Request for Information (RFI) under solicitation number JAGC_RFI-2026_001_Follow_on. This requirement supports the Flexible Litigation Augmentation Support for HQDA (FLASH) program under the U.S. Army Judge Advocate General’s Corps (JAGC). The government seeks interested vendors capable of providing administrative, logistical, professional, and technical labor, equipment, and non-personal services to support a wide range of professional legal activities. Performance is located at Fort Belvoir, Virginia, and classified under NAICS 541199 (All Other Legal Services) and PSC R418 (Support- Professional: Legal).

The scope of work includes delivering legal support services and products during litigations, investigations, board proceedings, and responses to third-party subpoenas, Congressional inquiries, and Freedom of Information Act (FOIA) requests. The contractor is responsible for preparing and presenting executive-level briefings for JAGC, Headquarters Department of the Army (HQDA), and Department of Defense (DoD) personnel. All data must be maintained in an electronic format for analysis and reporting, remaining the property of the government throughout the performance period.

Responses to this RFI are due by March 27, 2026. The notice includes two attachments: a Word document detailing the RFI for litigation support and a draft Performance Work Statement (PWS) for the FLASH recompete.
