13--Market Survey - NTIB Black Powder

The Army Contracting Command-Rock Island (ACC-RI) located at Rock Island Arsenal, Rock Island, IL in support of the Project Manager Combat Ammunition Systems (PM-CAS) is conducting a market survey to identify qualified sources to manufacture Black Powder, Classes 1 - 8, per MIL-P-223C with Amendment 3. The purpose of this market survey is to obtain current information on the capability of businesses to provide Black Powder for FY16-FY20 military requirements. The Black Powder will be used in various military applications from expelling charges, igniter bags and artillery salute cartridges. The estimated amount for all 5 years is 148,000lbs incorporating all classes; the maximum annual quantity is up to 80,000lbs. Amongst identified requirements, the largest estimated quantity is for Class 1 Black Powder, totaling an estimated 145,000lbs across 5 years. The remaining identified total estimated requirements are: 860lbs of Class 2; 100lbs of Class 3; 100lbs of Class 5; 1,475lbs of Class 6; and 100lbs of Class 7 Black Powder. The Government anticipates soliciting for offerors located within the National Technology and Industrial Base (NTIB) for a single award of a 5 year, IDIQ type contract to be awarded in FY16. Interested NTIB contractors should submit a summary that includes a brief description of the contractor's capabilities to include: Description of facilities Personnel (numbers, experience, specialized skill sets) Manufacturing capabilities and how they directly relate to the Black Powder Lead Foil. Estimated minimum and maximum monthly production capacities (individually and concurrently) for either/both. The minimum procurement quantity required for production Are they currently manufacturing this item or have they made this item or similar items in the past? (For items asserted to be similar or using the same or similar processes/capabilities, identify the basis for assertion and the maximum annual capacity achieved for Black Powder classes). Respondents must also demonstrate that they have the capability to manufacture Black Powder. Are manufacturing resources shared with other item/production lines, if so, identify the approximate amount shared.
