Master Blanket Purchase Agreement for Title Services

The Department of the Army, specifically the U.S. Army Corps of Engineers Baltimore District, is soliciting proposals under solicitation number W912DR20Q0015 to establish Master Blanket Purchase Agreements (BPA) for title services. The government intends to award a minimum of five Master BPAs to responsive vendors to provide Owner’s Guarantee (Insurance) Policies or Certificates of Title, including preliminary, interim, or final policies, certificates of title, interim binders, or endorsements. The scope also includes closing services as defined in the Performance Work Statement. This requirement is classified under NAICS 531320 Offices of Real Estate Appraisers and PSC R411 SUPPORT- PROFESSIONAL: REAL PROPERTY APPRAISALS, and it is designated as an SBA Small Business Administration set-aside.

The Master BPAs will be in place for a performance period of five years with a potential total value of $800,000.00. Individual calls placed against these agreements will be capped at $250,000.00 each and will be competitively bid among all Master BPA holders. The primary place of performance is Baltimore, Maryland. To be eligible for award, offerors must maintain an active registration in the System for Award Management (SAM) database, and applicable U.S. Department of Labor Wage Determinations will be applied to each individual call.

Responses for this solicitation are due by April 24, 2020.
