The Department of the Air Force, specifically the Air Force Nuclear Weapons Center at Hill Air Force Base, Utah, has issued this special notice regarding the intellectual property rights for ROLM blueprint drawings associated with Airborne Launch Control Systems (ALCS). The government asserts that several drawings and parts lists, originally issued by Rolm Corporation under various contracts with GTE, contain unauthorized restrictive markings. Based on available information, the government believes these rights have been abandoned by the original owner or contractor and intends to challenge the propriety of these markings.
The specific technical data under review includes blueprint drawing numbers 16-200901, 78-115493, 200959-05_0B6J0, 200972-03_0B6J0, 201049-01_14345, 201050-01_14345, and 201050-02_14345. This requirement is classified under NAICS 335929, Other Communication and Energy Wire Manufacturing, and PSC 1420, Guided Missile Components. There is no set-aside designated for this notice.
If the owner or contractor fails to provide clear and convincing evidence to substantiate the restrictive markings within 60 days of the inquiry, the government will cancel, ignore, or remove the markings. Following such action, the Air Force will exercise unlimited rights to use, duplicate, or disclose the technical data for any purpose in accordance with DFARS 252.227-7013. Nathan Corey is the point of contact for this notice, which carries a final response deadline of July 6, 2026.
