The Department of the Army, U.S. Army Corps of Engineers Omaha District, is soliciting proposals for the Relay Ground Station – South (RGS-S) Antenna project at Schriever Space Force Base near Colorado Springs, Colorado. Identified by solicitation number W9128F26RA072, this project utilizes a design-build delivery method to provide the Space Force with the facilities and infrastructure necessary to support RGS-S operations within a restricted area. The contractor is responsible for the design, procurement, installation, and commissioning of a complete and usable facility, including warranty services. Required infrastructure primarily consists of concrete pads, antenna pedestal foundations, radome ringwalls, site utilities, backup generators, fuel tanks, pathways, cabling, and shelters.
This procurement is classified under NAICS 237130 for Power and Communication Line and Related Structures Construction and PSC Y1BC for Construction of Radar and Navigational Facilities. There is no set-aside designated for this award. Proposals are due by July 9, 2026. The performance of this contract requires compliance with Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) and a current basic confidence level in the Supplier Performance Risk System (SPRS). Because specifications and drawings contain Controlled Unclassified Information (CUI), interested vendors must follow specific registration and request protocols through the contract specialist, Brian Reynolds, to obtain restricted documents.
As of June 5, 2026, the solicitation has ten associated attachments, including several amendments, site visit sign-in sheets, access information for Schriever Space Force Base, and a past performance questionnaire. Access to additional CUI attachments is restricted to vendors registered in the Procurement Integrity Enterprise Environment (PIEE). The project site location in Colorado requires adherence to base authorization requirements and security directives for critical infrastructure.
