2.0 Objective
The FRCASE is a critical program focused on modernization, conversion, in-service repair, disassembly, and all other categories of MRO for aviation support equipment. Currently, FRCASE operates under an unscheduled, condition-based induction model, where support equipment is sent for overhaul based on component failure or degraded physical/operational condition.
The Government is exploring a strategic transition to a scheduled PMI model. Under a PMI concept, Support Equipment would be inducted for depot-level or intermediate-level overhaul at regular, planned calendar or operating-hour intervals, regardless of its immediate failure status. The objective of this RFI is to gather comprehensive industry feedback on the cost, schedule, and performance implications of this potential shift, and to gather recommendations on how to structure a future contract to optimize this transition.
3.0 Request for Information
The Government requests industry feedback on the following:

The Fleet Readiness Center, Aviation Support Equipment (FRCASE) has issued this Special Notice as a Request for Information (RFI) to perform market research regarding a potential transition in its maintenance strategy. The Government is exploring a shift from its current unscheduled, condition-based induction model to a scheduled Planned Maintenance Interval (PMI) concept for the overhaul of aviation support equipment. This potential paradigm shift would involve inducting equipment for depot-level or intermediate-level maintenance at regular calendar or operating-hour intervals regardless of immediate failure status. The objective is to gather industry feedback on the impacts of such a transition on total lifecycle costs, spare parts inventory management, labor resource planning, and turnaround times.
This research effort, classified under NAICS 488190 for Other Support Activities for Air Transportation and PSC J017 for the maintenance, repair, and rebuild of aircraft launching, landing, and ground handling equipment, seeks to determine how a PMI model affects the reliability and operational availability of equipment. Specific technical inquiries include recommended cyclic repair intervals for the A/S32A-45 Mid Range Tow Tractor and the logistical requirements for performing such work, whether on-site or at central repair facilities. The Government also seeks recommendations on contract pricing structures, such as firm-fixed-price or performance-based models, and key performance indicators to measure the success of a scheduled maintenance program.
The Department of the Navy is managing this notice with a response deadline of June 30, 2026. Submissions are limited to 10 pages and must be sent electronically to the identified points of contact, Ndidiamaka Umeh and Kurt Dronenburg. The primary place of performance is Solomons, Maryland. This RFI is for informational and planning purposes only; there is no current solicitation or set-aside designation associated with this announcement.
