SAM REGISTRATION
Pursuant to FAR 4.1102, bidders are required to be registered in SAM (System for Award Management) at the time a quotation is submitted.
To register to SAM, please follow the instructions detailed in the following link: https://sam.gov/content/entity-registration. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of
their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.
INSURANCE
Vendor shall contract a civil liability policy of USD $50,000. • Besides, a DBA Insurance (Defense Base Act) will be required upon the work commencement. The DBA insurance may be obtained from any authorized DBA insurance broker, see Sub-Section I.12, FAR 52.228-3 WORKER'S COMPENSATION INSURANCE (DEFENSE BASE ACT) (APR 1984). New DBA insurances policies can be purchased directly from any DOL (Department of Labor) approved insurance carrier. The offeror may obtain DBA insurance directly from any Department of Labor approved providers at the DOL website at http://www.dol.gov/owcp/dlhwc/lscarrier.htm
PRE-PROPOSAL CONFERENCE AND SITE VISIT
The Consulate intends to conduct a pre-quotation conference and site visit on May 26, 2026, at 10H00, at the project site.
Offerors planning to attend the site visit must submit the Name, Phone number, Organization/Company, ID or Passport No. and nationality, of their company's representatives to [email protected] no later than May 25, 2026 at 12H00, local time. This information must be provided to ensure access to the sites. No substitutes or additional persons may attend the site visit. Attendees are requested to carry copy of the Statement of Work and their Photo ID along with them. Attendance is limited to two persons per company.
Questions regarding the project must be made during the site visit.
Your quote must be submitted, by e-mail, to the Contracting Officer, Thomas H. Finken Jr., at [email protected] before 14H00, local time, on June 10, 2026. No quotation will be accepted after this time.
Please be advised that all times specified in this letter are in Ecuadorian time.
Period of performance
The period of performance for the project shall be completed in less than 30 calendar days from the date of commencement.
