******* End of Combined Synopsis/Solicitation ********
The NAVSUP Fleet Logistics Center Pearl Harbor has issued solicitation N0060426Q4042 for charter bus services in support of the USS Theodore Roosevelt (CVN 71) at Joint Base Pearl Harbor-Hickam, Hawaii. This combined synopsis/solicitation is a competitive, unrestricted action with no set-aside, classified under NAICS code 485510 for the Charter Bus Industry and PSC V222 for Transportation/Travel/Relocation- Travel/Lodging/Recruitment: Passenger Motor Charter. The government requires five buses capable of holding approximately 60 passengers each, including drivers, to facilitate transportation during two harbor phases. The first phase runs from June 23, 2026, through July 6, 2026, and the second phase runs from July 28, 2026, through August 1, 2026.
The agency intends to award a firm-fixed-price call order to the responsible bidder whose quote is technically acceptable and provides the best value based on price and the ability to fulfill all requested dates and times. Technically acceptable quotes must specifically provide for 58-63 passenger buses. If no single provider can fulfill the entire schedule, the government will perform a comparative analysis of hourly prices to determine the most advantageous selection. Payment for these services will be made via the Government-wide Commercial Purchase Card.
Responses are due by June 2, 2026, at 12:00 PM HST and must include a detailed price breakdown for all elements of the total quoted price. Submissions must also confirm that all services will be provided as requested without exception to the statement of work. The solicitation is supported by six attachments, including a statement of work, a RIMPAC bus schedule, bus route maps, and a specific bid sheet. Randee-Lee Mousser serves as the primary point of contact for this requirement.
