F--Sources Sought: Oil Well Plugging at JELA

The National Park Service, through the DOI NPS CONOPS STRATEGIC office, issued this sources sought notice under solicitation number 140PS126B0006 to identify firms capable of plugging three oil and gas wells at Jean Lafitte National Historical Park and Preserve. Located within the Barataria Preserve, the project scope includes reclaiming former well sites by replugging and abandoning wells as necessary. Work also involves the removal and reclamation of flowlines, surface equipment, and debris remaining from operations that occurred primarily in the 1960s. This project is funded through FY25 Bipartisan Infrastructure Law (BIL) Environmental Compliance and Restoration Program (ECRP) appropriations.

The acquisition is classified under NAICS code 213112 for Support Activities for Oil and Gas Operations and PSC code F015 for NATURAL RESOURCES/CONSERVATION- WELL DRILLING/EXPLORATORY. The government is evaluating whether to utilize FAR 14 Sealed Bidding or FAR 15 Best Value Trade-Offs for the eventual procurement, which involves an SBA Small Business Administration set-aside. Two attachments, a statement of work and a sources sought worksheet, were provided on April 14, 2026, to assist interested parties in understanding the requirement.

Responses to this notice are due to Contracting Officer Cole Johnson by April 29, 2026, at 5:00 PM ET. Submissions require the completion of the provided worksheet to assist the agency in determining the most successful acquisition path. This market research phase is intended to gauge the availability of firms willing and able to perform the reclamation services within the park.
