FLATBED RAILCAR VEHICLE LOADING RAMPS

The Department of the Army, Mission Installation Contracting Command at Fort Drum, is seeking the procurement of flatbed railcar vehicle loading ramps. This requirement is categorized under NAICS 336510 for Railroad Rolling Stock Manufacturing and PSC 3990 for Miscellaneous Materials Handling Equipment. The solicitation is designated as a Small Business Administration (SBA) set-aside. Interested parties must submit their responses by the deadline of September 2, 2025.

The required loading ramps must feature adjustable heights ranging from 37 to 54 inches to facilitate access to the loading areas of open-top flatcars. Each ramp must support a minimum weight capacity of 30,000 pounds and provide a driving surface width of at least 96 inches. For mobility and securing purposes, the units must be portable and towable by a forklift and include a mechanism to affix the ramp directly to a flatcar.

Structural and safety features include a transition plate at the mouth of the ramp to bridge irregularities between the ballast base and the driving surface while reducing sliding forces during vehicle loading. Additionally, the ramps must be equipped with rub-rails and handrails that are easily removable and reattachable to accommodate wider vehicles.
