The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price Indefinite Delivery Indefinite Quantity Commercial Contract to Kontron America Incorporated, 14118 Stowe Drive, Poway, CA 92064-7147 for the purchase of up to thirty (30) Rugged VME Chassis, Part Number: 71209000-001 and some minor non-recurring engineering support. The purchase is not suitable for full and open competition for the following reasons. The Government has previously conducted an extensive qualification program for manufacturers of LCAC C4N systems and has determined that it is necessary to purchase the same rugged VME chassis for all System Baseline Configuration (SBC) 3 SLEP craft to reduce the impacts to logistics and the Fleets mission during wartime efforts. This qualification program involved formal testing to ensure one-hundred percent (100%) compatibility with the LCAC C4N systems. Only these items, provided by Kontron America Incorporated, have been approved for LCAC C4N use. No other source for these items currently exists. Offerors wishing to provide responses/comments to this synopsis shall do so via email to [email protected] no later than the closing date of this synopsis. The closing date of this synopsis is 15 March 2013. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The resultant contract will be a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) commercial contract with a three (3) year ordering period. The closing date of this synopsis is 15 March 2013. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) database.
