This virtual library is being established to serve as a data repository that houses documents to support proposal development for the RFAAP competition. In order to receive access to the virtual library the following conditions must be met:
1. Companies must be registered with the U.S./Canada Joint Certification Program (JCP) and have an active DD 2345, Military Critical Technical Data Agreement, on file with Defense Logistics Information Service (DLIS). Virtual library accounts will only be provided to the Data Custodian of those firms with an active DD 2345.
2. A Virtual Library Use and Non-Disclosure Agreement (attached) must be completed by the requesting firm’s Data Custodian. The completed forms shall be submitted electronically to:
- Ms. Anna Whitcomb at [email protected]
- Ms. Amanda Carlson at [email protected]
- Mr. Derek Rooks at [email protected]
The Government intends to upload documents to the virtual library throughout the pre-solicitiation and solicitation phases. It is the contractor's responsibility to review the site to obtain the most recent information available.
Questions related to virtual library access should be directed to all of the above points of contact.
The Department of the Army, through the Army Contracting Command-Rock Island (ACC-RI), has established a virtual library to serve as a data repository for the Radford Army Ammunition Plant (RFAAP) competition. This pre-solicitation notice, identified under solicitation number W519TC-25-R-0045, provides essential documentation to support proposal development. The repository includes 43 attachments such as the RFAAP Baseline Facilities Assessment, tour narratives, and various technical specifications. The effort is classified under NAICS code 325920 for Explosives Manufacturing and PSC M1EA for the Operation of Ammunition Facilities. There is no set-aside designated for this requirement.
Access to the virtual library is restricted to firms that meet specific security and administrative criteria. Interested companies must maintain an active registration with the U.S./Canada Joint Certification Program (JCP) and have a valid DD 2345, Military Critical Technical Data Agreement, on file with the Defense Logistics Information Service. Furthermore, a firm’s Data Custodian must complete and electronically submit a Virtual Library Use and Non-Disclosure Agreement to the designated government points of contact, including Anna E. Whitcomb. Because some appendices and file structures are unsuitable for the SAM.gov platform, the government will utilize DOD SAFE to transfer certain large-scale organizational files to authorized parties.
The performance of associated services will take place in Radford, Virginia. The government intends to update the virtual library with additional documents throughout the pre-solicitation and solicitation phases. The current response deadline for this notice is June 26, 2027. All inquiries regarding library access and documentation should be directed to the primary point of contact and the support staff identified in the notice metadata.
