View moreDOL currently lacks a robust, methodical capability for capturing Section 508 conformance status or accessibility risk across its digital properties. DOL is considering addressing this gap by providing DOL personnel — including developers, quality assurance testers, and the Section 508 Program Office — with the tools, guidance, and data necessary to identify, prioritize, and remediate accessibility defects independently and systematically.
DOL has deep expertise using enterprise-class, rules-based automated accessibility scanning tools. DOL understands that these tools are useful, but we are seeking information specifically on tools that use Artificial Intelligence (AI) to supplement complement accessibility testing and remediation efforts.

The Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), issued this Sources Sought notice to identify AI-enabled accessibility tooling for the Office of the Chief Information Officer. The agency seeks to enhance compliance with Section 508 of the Rehabilitation Act by providing developers, quality assurance testers, and program office personnel with automated capabilities to identify, prioritize, and remediate accessibility defects across digital properties. Key requirements include automated scanning for WCAG 2.1 A & AA defects, guided manual testing workflows, document remediation assistance for Microsoft Office and PDF files, and AI-driven code repair suggestions. The solution must also feature a conversational chatbot or copilot for compliance guidance and comprehensive analytics dashboards for tracking remediation progress.
This requirement is categorized under NAICS 541519 for Other Computer Related Services and PSC DA10 for IT AND TELECOM - BUSINESS APPLICATION/APPLICATION DEVELOPMENT SOFTWARE AS A SERVICE. The scope encompasses public and internal websites, web applications built on Drupal, Appian, and Salesforce platforms, and non-web content such as Microsoft Word and PowerPoint documents. The government requires that the proposed solution incorporates AI-enabled capabilities as a core functional component for testing and remediation assistance, as legacy rule-based tools without AI integration do not meet the agency's needs.
